The university was founded in 1867 by the Rev. Dr. J.C.S. Blackburn, D.D., and the Rev. Dr. W.L. Miller, D.D. as Biddle Memorial Institute. It was renamed in 1869 for Major General Oliver Otis Howard, the first Commissioner of the Freedman's Bureau. The campus moved several times in the late 19th and early 20th centuries, finally settling on its current location in 1952.
