Cheyney University's history is closely linked to the history of African Americans in the United States. The University was founded by Richard Humphreys, a wealthy Quaker philanthropist, as the Institute for Colored Youth (ICY). The ICY was the first educational institution in the United States established for the express purpose of providing higher education for African Americans.

In its early years, the ICY offered a two-year program of study that focused on the liberal arts and sciences. The ICY was renamed the Cheyney Training School for Teachers in 1929. The name change reflected the institution's expanded mission of preparing African Americans for careers in teaching.

In 1951, the Cheyney Training School for Teachers was renamed the Cheyney State Teachers College. The name change coincided with the institution's expansion to a four-year college and the granting of the first bachelor's degrees. In 1963, the Pennsylvania Legislature changed the name of the institution to Cheyney State College. The name change was made in recognition of the institution's expanded mission and programs of study.

In 1983, the Pennsylvania Legislature again changed the name of the institution, this time to Cheyney University of Pennsylvania. The name change was made in recognition of the institution's status as a comprehensive university offering a wide range of undergraduate and graduate programs.

Today, Cheyney University of Pennsylvania is a comprehensive university offering a wide range of undergraduate and graduate programs. The University is accredited by the Middle States Commission on Higher Education. Cheyney University is committed to providing a quality education to its students and preparing them for successful careers.
